A Conversation With Columbia River Treaty Chief Negotiator Jill Smail

Deputy Spokesperson for Western Hemisphere Affairs Amber Aura talked to Chief Negotiator Jill Smail at the Department of State in Washington, D.C., as the United States prepares for the third round of negotiations with Canada to modernize the Columbia River Treaty regime, scheduled to take place October 17-18, 2018.

The Department of State is leading the effort to negotiate with Canada to modernize the Treaty regime. Key U.S. objectives include continued, careful management of flood risk; ensuring a reliable and economical power supply; and improving the ecosystem in a modernized Treaty regime. Chief Negotiator Smail and Deputy Spokesperson Aura discussed these priorities, the importance of the Treaty, and how the United States is engaging stakeholders and Tribes in the Columbia River Basin throughout the negotiating process.
