The State Department has received numerous, credible reports that the Cuban government prevented, and continues to prevent, members of independent civil society from traveling to Peru to participate in the Summit of the Americas. Cuban authorities prevented these individuals’ travel through arbitrary stops at the airport, short-term detentions, and visits to individuals’ homes to warn them against trying to leave the island.

The United States condemns these actions. We call on the Cuban government to facilitate full, robust participation in the Summit by allowing the free and unrestricted travel of its citizens, a universal human right.

The United States stands with the brave activists facing repression by the Cuban regime. We are working with the Government of Peru and civil society to promote a Summit that features open, inclusive dialogue with the full participation of independent civil society representatives from Cuba and the hemisphere.

There are currently more than 300 million people around the world suffering from depression, anxiety, and a variety of other mental illnesses. Though treatment is available, close to two-thirds of people suffering from a mental illness never seek help from a medical professional. Last week, the Bureau of Democracy, Human Rights, and Labor hosted a Facebook Live event with Dr. Sousan Abadian, a Franklin Fellow with the Office of International Religious Freedom. Dr. Abadian’s research focuses on gender and atrocity prevention, as well as healing collective trauma and restoring cultural resilience, key factors in ending cycles of violence and poverty worldwide.

Today, the United States and Grenada signed a new Open Skies Air Transport Agreement, which strengthens the civil aviation partnership between the two countries and deepens commercial and economic ties. It permits greater opportunities for airlines, travelers, businesses, shippers, airports and localities by allowing unrestricted reciprocal market access for passenger and cargo airlines to fly between the two countries and beyond, and commits both governments to high standards of safety and security. In doing so, the new Agreement will facilitate future travel and commerce between the United States and Grenada. The Agreement entered into force upon signature of both governments on April 10, 2018. This Agreement replaces an older, more restrictive air transport agreement.

Today marks International Day of Sport and Development for Peace. Sports Diplomacy has emerged as an integral part of efforts to build ever-strengthening relations between the United States and other nations. Participation in sports teaches leadership, teamwork, and communication skills that help young people succeed in all areas of their lives.

Sports diplomacy exchanges increase dialogue and cultural understanding between people around the world. The use of sports as a platform exposes international exchange participants to American culture while providing them with an opportunity to establish links with U.S. sports professionals and peers. In turn, Americans learn about other cultures and the challenges young people from other countries face today. Sports diplomacy exchanges have involved tens of thousands of people from more than 100 countries to do just this.

The U.S. Department of the Treasury’s Office of Foreign Assets Control (OFAC), in consultation with the Department of State, today designated seven Russian oligarchs and 12 companies they own or control, 17 senior Russian government officials, and a state-owned Russian weapons trading company and its subsidiary, a Russian bank.

“The Russian government operates for the disproportionate benefit of oligarchs and government elites,” said Treasury Secretary Steven T. Mnuchin. “The Russian government engages in a range of malign activity around the globe, including continuing to occupy Crimea and instigate violence in eastern Ukraine, supplying the Assad regime with material and weaponry as they bomb their own civilians, attempting to subvert Western democracies, and malicious cyber activities. Russian oligarchs and elites who profit from this corrupt system will no longer be insulated from the consequences of their government’s destabilizing activities.”

Colombia is the fourth-largest gold producer in Latin America by volume, and gold mining remains the heart and soul of many communities throughout the country. While Colombia produced 68 tons of gold in 2016, only 14 tons were produced by a handful of licit operations. The remaining 80 percent, or 54 tons, were mined and sold illegally, either by transnational criminal organizations or artisanal and small-scale gold miners. Almost all of this gold was exported to the United States.

Mercury use is rampant within artisanal and small gold mining operations and results in air and water pollution in municipalities across Colombia. Working to address these systemic challenges, and with an eye towards eventually joining the Minamata Convention, the government passed a law in 2013 which gave five years to transition to the total elimination of mercury use in mining by July 2018; yet significant technical, human, and cultural impediments stand in the way of meeting the ban on mercury.
