On July 9, the United Nations Security Council reached unanimous agreement on a Presidential Statement, which condemns North Korea's attack on the Cheonan and deplores the loss of 46 South Korean sailors who were killed in the attack.
Ambassador Susan Rice, U.S. Permanent Representative to the United Nations, said, "The message to North Korean leadership is crystal clear. The Security Council condemns and deplores this attack. It warns against any further attacks, and insists on full adherence to the Korean Armistice Agreement. The council's statement commends the Republic of Korea for its extraordinary restraint and underscores the findings and good work of the Joint Civilian Military Investigation Group."
