Their rights are in accordance of their country's interpretation of their culture. In most cases conservatism is taken to the absurd. In their role as women, they are allowed to do little.
One of the challenges those women face is freeedom of expression and progress with liberty not menace. They should be able to participate with men in government, industry, education and other fields. Is the best way to better their lives for themselves, their family and their country. For example, active roles is social-welfare programs and journalism. We need each other: women and men.

It is a quagmire for much of society due to the religious aspects connected to this problem worldwide and the adjustments of any society to equality. Where it does not exist, more often than not, means displacement of others on some level.
So in a roundabout attempt to answer my own question: Economic dependence often does lead to an alteration of responsibilities and treatment.
Enforcement from within a single social sphere generally does not take place on a level to make a difference, be it by color, creed, age,gender, etc… Thus education, laws, a just enforcement of law which is not overdone but creates awareness and economic opportunity are a reasonable start.
