Last but not least there's this tribal thing going on in Afghanstan that needs a creative political resolution so folks can have a framework to build national institutions upon in Afghanistan ( as in building on the concept of "reconcilable Taleban" - a diplomatic way of allowing them to surrender and save a shread of pride in the process).
IE; So long as federal law is upheld on tribal land grants issued by the Afghan central government, then this allows for naturaly automous local control over territory in such a way that is not in conflict with the central Afghan government.
Wheras training Afghan police may be concerned, the idea being that you have tribal police and you have municipal police, but they all are trained to a "federal" standard , consistant with and under oath to defend the Afghan national constitution. As well there may be varients in local laws, not inconsistant with tradition, that so long as they don't conflict with the constitution, may be best left to the locals to decide whether to enforce in a proper manner.
I think some folks from the State Dept should take a field trip out West and see how we locals get along in New Mexico...along with Pres. Karzai.
We also know a thing or two about corruption in government, and he might gain some inspiration from how we continually battle to uproot it.
Like weeds...
There's no getting over it.
