Dear Secretary Clinton:
With great delight, I watched your forum at the University of Santo Tomas in Manila. Your knowledge, understanding and compassion on the issues presented before you renewed my belief that there is a bright star looking down to the Filipino people and that someday the darkness will turn into light. The friendship between the U.S. and the Philippines are certainly reflected in your comments.

Madam Secretary,
Your remarks regarding Germany's national/political angst about being percieved as a nation that somehow has the potential to become militarily adventurous in a bad way (perhaps a facet of national-socialogical guilt for two world wars in the last century) made me think about a couple/three things...
First, that Germany needs to get over it and on with the program. We have terrorist "A" to kick.

Second, That Russia suffers a much related socialogical malady, but they need no longer feel paranoid that the "West" will nuke them into oblivion, or invade them anytme soon, and so too they would be wise to get over it and on with disarmarment...verifiably so. And kick terrorist "A" along side us in the foxholes, along with Germany.
Now that nukes have been internationally declared NOT in the public's interest...we can all gang up on terror and its sponsorship...let nations beware.
( Go ahead, lock the nuclear negotiators all in a closet till they hammer a treaty out, that gives the public a nuclear free planet eventually...we'll all be better off for their discomfort...(chuckle), when we throw away the key if they don't...
Someone's got the right idea anyway...

Last but not least there's this tribal thing going on in Afghanstan that needs a creative political resolution so folks can have a framework to build national institutions upon in Afghanistan ( as in building on the concept of "reconcilable Taleban" - a diplomatic way of allowing them to surrender and save a shread of pride in the process).
IE; So long as federal law is upheld on tribal land grants issued by the Afghan central government, then this allows for naturaly automous local control over territory in such a way that is not in conflict with the central Afghan government.
Wheras training Afghan police may be concerned, the idea being that you have tribal police and you have municipal police, but they all are trained to a "federal" standard , consistant with and under oath to defend the Afghan national constitution. As well there may be varients in local laws, not inconsistant with tradition, that so long as they don't conflict with the constitution, may be best left to the locals to decide whether to enforce in a proper manner.
I think some folks from the State Dept should take a field trip out West and see how we locals get along in New Mexico...along with Pres. Karzai.
We also know a thing or two about corruption in government, and he might gain some inspiration from how we continually battle to uproot it.
Like weeds...
There's no getting over it.
