The success of the Emergency Plan is firmly rooted in partnerships, in the American people working hand in hand with the people of the world -- through governments, non-governmental organizations including faith- and community-based organizations, and the private sector -- to build systems and to empower individuals, communities and nations to tackle HIV/AIDS. And in just four years, it is working.
As I mentioned in my previous blog entry, on November 30, to commemorate World AIDS Day, President Bush announced the latest results that PEPFAR has achieved in partnership with our host nations. Through September 30 of this year, PEPFAR has supported antiretroviral treatment for 1.45 million people. To put this number in perspective, when the Emergency Plan was announced, only 50,000 people living with HIV in all of Sub-Saharan Africa were receiving antiretroviral treatment.
We've also made exciting progress in the areas of prevention and care. Through September 30 of this year, PEPFAR has also supported prevention of mother-to-child HIV transmission services for women during more than 10 million pregnancies, including antiretroviral prophylaxis for HIV-positive women during 800,000 of those pregnancies preventing an estimated 152,000 infant infections. We have also supported care for nearly 6.7 million people infected or affected by HIV/AIDS, including more than 2.7 million orphans and vulnerable children. And we’ve supported over 30 million counseling and testing sessions for men, women and children. Additional newly-released PEPFAR program results are available on our Latest Results fact sheet.
The American people can be proud of the impact their generosity is having beyond our borders – it’s really one of the great untold stories of our time.

I'm also interested in discussing the issue raised by Rich -- is there actually any mechanism here for dialogue and interaction?
It's easy to conclude from previous posts and comments that this blog is only here to function as an outlet for insignificant experience reports and even mildly-propagandistic pieces by foreign service officials. Is there anyone up there in the white city interested in making this blog an instrument of interaction and participation for the general public?
