The GPOI can be an effective UN security presence; but they must not be put in the "shop-windows" of global conflict centers to be targets of terrorists. They must not be isolated or disconnected from their core mission; to drift into meaningless and possibly corrupt behaviors. I urge the Department of State to work on bringing in more partner nations and getting them to up their contributions -- I mean either by providing troops or, if that is not feasible, by contributing cash (as did the Saudis and Japan during the Gulf War).  ]]></description>
