It's great to see the "interagency" at work -- and this type effort is good for both humanitarian AND strategic reasons. Also, an interesting observation in Eric's entry about the Peace Corps and Afghanistan. As S/CRS trys to fund/build a civilian response capability for stability and reconstruction operations (Active/Standby/Civilian Response Corps)-- are we overlooking an existing deployable civilian response capability already resident in the Peace Corps?]]></description>

I would agree with the fellow that said U.S. aid during the Tsunami relief did more to help win the war on terror than any other single act.<br />
<br />
Friend of mine from Afghanistan once remarked that the Afghan people remembered the aid given by the U.S. via the Peace Corps before the Soviet invasion and was a key reason trust could be built.<br />
<br />
The bottom line is saving lives.<br />
