Honorable Secretary of State Clinton, it would seem that considering the volatile situation in The Democratic Republic of Congo, that its' presence on the Security Council is LONG OVERDUE. Perhaps it could be one of the 3 - 5 represented seats, as follows:<br />

This is a perfect opportunity to show how inclusive we are and get the Russians more involved: the Shkval they are so proud of would be the perfect weapon to use against known pirate ships.<br />
<br />
Expanding the international presence with Russian submarines equipped with Shkval would put an end to piracy, since the pirates can never know where the Russian subs are.<br />
<br />
It is a win-win situation. The Russians win because they get to show off Shkval, we win because the pirates will be put out of business once they realize the range and speed of this weapon.]]></description>
